Design the solutionOnly a limited set of solution items must be settled upfront. The role of the pipeline manager, the project manager and the task manager, the structure of the pipeline and its projects and required policy changes. Other subjects will be dealt with later on.

Create pipeline and validate it with the targetsCreate the complete pipeline planning and the resource model. Check if the planned outcome meets the targets set. If not revisit the targets or cut the cycle times of the projects in the pipeline.
